Start with the table
This sensory table is the best price I have found. It is great for sensory filler play and also will hold water. You can set up so many different play scenerios for the little ones. Add the Filler
Add dried beans, colored rice, rocks, and even driend pasta to the bin.
One of my favorite sensory fillers is Kinetic Sand . This sand is mess free and gives the littles the feel and texture of beach sand. Kinetic sand also comes in a magnitude of colors.

You can be as creative as you would like. Plastic plants and rocks can be great addition too
